Since 2012, MarylandÕs Department of Housing and Community Development (DHCD) has administered the stateÕs limited-income energy efficiency programs. The Midwest is home to a significant stock of multifamily buildings that represent a huge energy savings opportunity. Multifamily housing makes up 11 to 22% of the housing stock in Midwest states.
