This report documents findings and recommendations from an impact evaluation of the California Energy Commission’s California Comprehensive Residential Retrofit program, a statewide energy upgrade program funded by the American Recovery and Reinvestment Act of 2009. The program funded local and regional subrecipients to develop and test initiatives aimed at transforming the residential energy upgrade market and building an infrastructure for whole-building energy upgrades.
