MPower's core model is useful for all building types. The MPower Toolkit draws from the experience of MPower Oregon, although it differentiates between the core MPower model and how MPower Oregon implemented this model.

The Small Town Energy Program (STEP) toolkit gives a complete overview of STEP from planning to implementation. It also includes access to a wide variety of materials developed by the program, including: local asset materials, partner materials, personnel materials, program administrative materials, outreach materials, and surveys.
