Evaluation activities included reviewing program materials, assessing the program flow, conducting in-depth interviews with program staff and implementers, and conducting surveys with contractors and customers. Energy Outreach Colorado (EOC), an independent nonprofit organization created by the State of Colorado, is a one-stop shop for low-income energy services in the state, including programs for affordable multifamily housing. EOC developed partnerships with a variety of organizations across Colorado, leveraged multiple funding sources, and created new and expanded programs to address gaps in low-income energy assistance. This case study highlights EOC’s key features, approach, partners, funding sources, and achievements, as well as their keys to success and tips for replication and sustainability.
This report provides a comprehensive review and analysis of home energy upgrade programs with proven track records, focusing on those with robustly verified savings and constituting good examples for replication. This meta-analysis describes program models and implementation strategies for direct install upgrades; heating, HVAC replacement and early retirement; and comprehensive, whole-home upgrades.
This presentation includes examples of 16 programs' creative marketing materials. The Better Buildings Residential Network held a March Madness tournament to find the most creative residential energy efficiency messages during March Peer Exchange Calls. Sixteen marketing campaigns were featured in a bracket challenge on the calls, and participants made their picks. Residential Network member the Fuel Fund of Maryland was chosen as the winning message for its Watt Watchers campaign.

Connecticut's Neighbor to Neighbor Energy Challenge uses dashboards that display key project data for administrators and contractors to monitor progress over time. The program has evaluated performance at different steps in the process and identified strategies to improve performance where needed, such as sales training for contractors, energy advisors, monthly contractor scorecards, and multiple customer "touches." These improvements increased the close rate from 26 to 60 percent in one year.
