The California investor-owned utilities -- Pacific Gas and Electric (PG&E), Southern California Edison (SCE), Southern California Gas (SoCalGas), and San Diego Gas & Electric (SDG&E), referred to collectively as the IOUs or Joint Utilities -- are designing seven energy efficiency financing pilot programs at the California Public Utilities Commission’s (CPUC's) direction.
