To inform the evaluation, Cadmus surveyed participant and non-participant homeowners and interviewed program stakeholders.

REED is a project of NEEP's Regional Evaluation, Measurement and Verification Forum (EM&V Forum) and is based on the EM&V Forum's Common Statewide Energy Efficiency Reporting Guidelines.
