It then proposes an analytically rigorous and tractable framework for program evaluators to use in future assessments.

The MPower Toolkit provides templates, resources, and lessons learned to address the barriers faced by the affordable multifamily housing sector when accessing energy efficiency upgrades. MPower's core model is useful for all building types.
