This report documents findings and recommendations from an impact evaluation of the California Energy Commission’s California Comprehensive Residential Retrofit program, a statewide energy upgrade program funded by the American Recovery and Reinvestment Act of 2009. Pacific Power contracted with The Cadmus Group, Inc., to conduct impact and process evaluations of its Washington low-income weatherization program for the program period extending from March 2009 through February 2011.
