The MF HERCC Recommendations Report 2015 Update expands the 2011 publication, and delivers explicit and refined recommendations for multifamily energy efficiency program administrators and implementers.

This report analyzes and develops estimates of non-energy impacts that could be included in cost effectiveness analyses for the EmPOWER Maryland energy efficiency programs. In 2011 the City of Boulder, Colorado enacted its “SmartRegs” ordinances that require all single family and multifamily rental properties to meet a minimum energy efficiency standard by January 2019.
