This document constitutes the final report for the 2009-2010 process evaluation of the Low Income Energy Efficiency (LIEE) program operated by the four investor-owned utilities (IOU) of California for the California Public Utilities Commission (CPUC). Although the program is now referred to as Energy Savings Assistance Program (ESAP), this report will employ the nomenclature used for the 2009-2010 program cycle.
