Delaware Sustainable Energy Utility (DESEU) completed a process evaluation to assess the overall effectiveness of program operations. Evaluation activities included reviewing program materials, assessing the program flow, conducting in-depth interviews with program staff and implementers, and conducting surveys with contractors and customers.
