This report analyzes and develops estimates of non-energy impacts that could be included in cost effectiveness analyses for the EmPOWER Maryland energy efficiency programs. Four non-energy benefits are included in this analysis: air emissions, comfort, commercial operations and maintenance (O&M), and utility bill arrearages.
