This report documents findings and recommendations from an impact evaluation of the California Energy Commission’s California Comprehensive Residential Retrofit program, a statewide energy upgrade program funded by the American Recovery and Reinvestment Act of 2009. This document constitutes the final report for the 2009-2010 process evaluation of the Low Income Energy Efficiency (LIEE) program operated by the four investor-owned utilities (IOU) of California for the California Public Utilities Commission (CPUC).
