This report consists of a literature review and in-depth interviews with subject matter experts in the Home Performance with ENERGY STAR (HPwES) program area. The goal was to compare Delaware Sustainable Energy Utility (DESEU) HPwES Programs with peer-programs across the United States. The report also identifies key metrics and emerging trends regarding program design.
During the 2014 legislative session, the Maryland General Assembly passed Senate Bill 985 (Chapter 365 of the 2014 Laws of Maryland) entitled “Maryland Clean Energy Center—Green Banks & Clean Bank Financing Study,” which directed MCEC to study the feasibility of developing a green bank for the State of Maryland. This study focuses primarily on the role of green banks in financing renewable energy and energy efficiency and on the potential need for a green bank in Maryland.
STEP was developed with a mission to "create a model community energy transformation program that serves as a roadmap for other small towns across the U.S." This final technical report summarizes the program's comprehensive energy evaluations for homes.
